Elgin seeks applicants for new Civilian Review Board

Elgin is seeking applicants for the nine open positions on its newly established Civilian Review Board.

The independent panel “will play a critical role in evaluating the practices of the Elgin Police Department and ensuring transparency and fairness in the work of law enforcement,” the city said in a press release.

The Civilian Review Board’s primary responsibilities include reviewing and evaluating the Police Department’s efforts to promote racial, gender and cultural diversity in the recruitment and training of officers. It will also provide an objective review of civilian complaints and the consistency of disciplinary actions imposed by the department.

To ensure balanced representation on the nine-member body, at least four members must reside on both sides of the Fox River. Initial appointments will include three members serving four-year terms, three serving three-year terms and three serving two-year terms.

Subsequent appointments shall be for three-year terms, except for those filling the remaining terms of office.

A selection committee, including the Elgin Police Chief, a full-time police officer from the bargaining unit and three members of the Community Task Force on Policing, will oversee the screening and interview process. The public will have access to the meetings.

The selection committee will submit recommendations to the Elgin City Council within 60 days of the application deadline.

Applicants must meet certain eligibility criteria, including a background check to ensure compliance with CRB regulations regarding violent crimes and fraud offenses. Board members must complete 16 hours of training.

Applications must be submitted to the Elgin City Clerk by August 30. The application and additional information can be found on the city’s website at elginil.gov.
