Not only can he shape it, but Thor can also talk to lightning and deflect attacks by simply telling it to move. That’s exactly what Thor does in Giant Size No. 1; he commands the electricity stored in a giant robot to obey him and transmit his message. He does not summon lightning with Mjölnir, but he He gives existing lightning a new form, demonstrating mastery of his powers.
It’s also possible that Thor has always done this and just never thought of it before.
