GICHD Insights: Towards the Fifth Review Conference of the Anti-Personnel Mine Ban Convention (APMBC) – World

The Fifth Review Conference of the Anti-Personnel Mine Ban Convention (APMBC) will open on 25 November 2024 in Siem Reap-Angkor, Cambodia. To contribute to the preparation of this event, the GICHD is publishing a series of brief reports on selected thematic areas relevant to the implementation of the APMBC to be considered in the conference outcomes and during the next five years of implementation.

As an introduction to the series, this brief outlines why the Review Conference is important and what elements it could consider for a good outcome, including reaffirming the humanitarian narrative of the Convention, leveraging the links between the implementation of APMBC and broader humanitarian, development and peace efforts, broadening the focus from the fulfilment of Article 5 to the overall implementation of APMBC, and establishing a robust framework for action for the next review cycle.

Subsequent reports will address, among others, the role of innovation in the implementation of the APMBC, environmental and climate aspects of mine clearance, planning for completion, international cooperation and support, and the global status and next steps in explosive ordnance risk education. The final report will provide an analysis of the main outcomes of the Review Conference and its outcome documents, in particular the Siem Reap-Angkor Plan of Action.
