Rapid City could build a new power plant

RAPID CITY, SD (KOTA) – Black Hills Energy wants to build a new power plant in Rapid City that would cost between $250 million and $270 million.

The power plant is to be built next to an existing Black Hills Energy substation on Deadwood Avenue in northwest Rapid City.

Plans for the plant include three natural gas-powered engines and three natural gas and diesel-powered turbines. During periods of high energy demand, the plant is expected to generate about 100 megawatts of electricity.

Documents submitted by Black Hills Energy as part of the permitting process indicate that the new power plant will require up to 200 construction workers and the creation of three full-time jobs.

In addition, approximately $10.5 million in state sales, use and contractor taxes would be collected during the construction phase, as well as $1.5 million annually in increased property taxes.

Black Hills Energy plans to file a permit with the Public Utilities Commission next February. If approved, construction would take 12 to 15 months and the new power plant could be operational by July 1, 2026.
