Report: NED is a “white glove” of the US government that undermines state power and instigates a “color revolution”

The National Endowment for Democracy (NED), which acts as the “white gloves” of the U.S. government, has long been engaged in undermining other countries’ state power, interfering in their internal affairs, fomenting division and confrontation, misleading public opinion, and engaging in ideological subversion – all under the guise of promoting democracy, according to a report released by China’s Foreign Ministry on Friday.

The report, entitled “The National Endowment for Democracy: What It Is and What It Does,” examines the history of the NED since 1983 and uses vivid examples to expose its evil practices: inciting color revolutions, fomenting division and confrontation, manipulating and interfering in the internal affairs of other countries, and using “academic activities” as a cover for interference and infiltration, among other nefarious activities.

Its countless evil deeds have caused serious damage and have been strongly condemned by the international community, said the report, which revealed the NED’s activities targeting China, as well as its subversion operations in Iran, North Korea and Ukraine and the building of pro-American forces in Europe, Mexico and Cuba.

Li Haidong, a professor at China Foreign Affairs University, told the Global Times on Friday that the report was a warning to the public to be wary of the US government’s attempts to bring about “peaceful development” in China by infiltrating the NED.

People must be aware of the NED’s tactics and unite to counter subversion and infiltration and ensure stability and national security, Li said.

The report mentioned several cases related to the Chinese regions of Taiwan, Hong Kong and Xinjiang.

In 2022, NED and the Democratic Progressive Party authorities on the island of Taiwan jointly hosted a World Assembly of the World Movement for Democracy, inviting European parliamentarians and think tank representatives. They attempted to mobilize “democratic forces” to open the “front line of democratic struggle in the East” and play up the false narrative of “Ukraine today, Taiwan tomorrow.” In July 2023, NED President Damon Wilson traveled to Taiwan to attend the 20th anniversary celebrations of the Taiwan Foundation for Democracy and presented Tsai Ing-wen with a “Democracy Service Medal.”

The organization also colluded with anti-China forces in Hong Kong by providing funds and public support. In 2020, NED set up several projects under its Hong Kong-related program, totaling over US$310,000, to fund those seeking to destabilize Hong Kong. In 2023, NED colluded with organizations such as Hong Kong Watch and Amnesty International, as well as anti-China lawmakers from the US, UK, and Germany, and nominated Jimmy Lai Chee-ying, one of those bent on destabilizing Hong Kong, for the 2023 Nobel Peace Prize.

NED has long supported the anti-Chinese organization World Uyghur Congress (WUC) with an average of $5-6 million per year. In March 2024, NED invited a WUC leader to speak at its event and denounce China’s ethnic policies and the development of regions with large ethnic minorities.

Li pointed out that the report is also significant because it exposes to a global audience the NED’s evil maneuvers to counter the US’s vicious information war and slander against China.
