Rockland rape suspect arrested by federal immigration authorities

According to the Plymouth County District Attorney’s Office, U.S. Immigration and Customs Enforcement agents released a Haitian migrant on bail Tuesday on charges of rape. He was taken into custody outside the Brockton home where he is currently staying.

In a statement, prosecutors said they were not informed in advance of immigration authorities’ planned arrest of 26-year-old Cory Alvarez, who is accused of raping a 15-year-old girl at a Rockland hotel used as a migrant shelter.

“We appeared in court today ready to proceed and will proceed with our rape case against Alvarez, including filing a motion to release his DNA,” the Plymouth District Attorney’s Office said in a statement.

Alvarez was arrested on March 13. He was indicted by a Superior Court grand jury on May 21, and he was tried on May 31. He pleaded not guilty to one count each of aggravated rape of a child with an age difference of 10 years and rape of a child by force.

At a hearing in June, Alvarez was granted bail of $500. The judge cited doubts about the credibility of the victim’s testimony and the fact that he was staying with his girlfriend’s mother.

Alvarez is here as part of the Biden administration’s humanitarian parole program for Cubans, Haitians, Nicaraguans and Venezuelans.

“As part of the Alvarez case, our office has been asking state and federal officials repeated questions about the details of the (Cuban, Haitian, Nicaraguan and Venezuelan Program) process for months. We have received little to no responses,” the DA’s statement said. “There is clearly a reason why the U.S. Department of Homeland Security has suspended the issuance of travel authorizations to new (Cuban, Haitian, Nicaraguan and Venezuelan Program) beneficiaries while it conducts a comprehensive review of the process.”
