State Police Calls: Officers Charge Punxsy Man With Alleged Animal Neglect

JEFFERSON/INDIANA CO., Pennsylvania (EYT) — Punxsutawney-based State Police responded to the following incidents:

Police charge man with alleged animal neglect

According to PSP Punxsutawney, on August 15 at approximately 12:58 p.m., police officers investigated a case of animal cruelty near Guzzo Road in Young Township, Jefferson County.

According to police, a white terrier was found along the railroad tracks without a collar and in pain because his claws were growing into his pads and legs.

The owner of the dog – 58 years old Donald Costelloof Punxsutawney – was arraigned on August 16 in the office of District Judge Jacqueline Mizerock on the following non-traffic-related violations:

  • Animal Neglect, Summary
  • Locking up dogs, summary
  • Vaccination against rabies required, summary
  • Transfer of dog licenses or tags, summary

Court officials are currently awaiting a plea from Costello.

Improper conduct

PSP Punxsutawney responded to an incident of disorderly conduct near Juneau Road in Canoe Township, Indiana County on August 14 at approximately 5:53 p.m.

According to police, a known victim was looking at the recent survey markings on her property when the 47-year-old Frank Kearnsfrom Punxsutawney began yelling at the victim and using obscenities.

On August 16, Kearns was charged in the office of District Judge Christopher S. Welch with the following non-traffic-related violation:

  • Inappropriate behavior, obscene language/gestures, summary
