To empower women in the state, the Odisha government on Monday released the Subhadra Yojana Guidelines for women, which is scheduled to begin on September 17. An eighteen-page guideline on the subject has been prepared by the Odisha Women and Child Development Department. The Subhadra Scheme guidelines contain information about the purpose, applicability and beneficiaries of the scheme. Women between the ages of 21 and 60 are eligible to apply for assistance as per the requirements under the Yojana. About Subhadra Yojana Guidelines 2024
Chief Minister Mohan Charan Majhi unveiled the Standard Operating Procedure (SOP) of the Odisha Subhadra Yojana in the state assembly. He explained that the scheme will cover around 10 million women in the state between the ages of 21 and 60. The Odisha government’s flagship women-friendly scheme, Subhadra Yojana, now includes flexible inclusion and exclusion criteria, allowing beneficiaries to avail the benefits whenever they meet the eligibility criteria within the next five years.

Benefits of Subhadra Yojana
Under the initiative, beneficiaries will receive Rs 10,000 in two installments in their bank accounts every year. On International Women’s Day (March 8) and on the occasion of Raksha Bandhan, the funds will be credited to the beneficiaries’ bank accounts. In five years, they will receive Rs 50,000 under the Subhadra Yojana. Beneficiaries will also be given a Subhadra debit card. To encourage digital transactions, an additional incentive of Rs 500 will be given to each of the 100 beneficiaries in each Gram Panchayat and urban local body who have the highest number of digital transactions.
Subhadra Yojana Budget
Odisha State Chief Minister Mohan Majhi has released the entire funds for the implementation of the Subhadra Yojana. The Odisha State Government has announced that the Subhadra Yojana will have a budget of INR 55,825 crore and will run from the financial year 2024-2025 to 2028-2029. 10 crore women living in the state of Odisha will be selected as beneficiaries of the Subhadra Yojana. Over a period of five years, the Odisha State Government will provide INR 50,000 to women citizens. The top 100 beneficiaries in each Gram Panchayat and urban local government with the highest number of digital transactions will receive an additional incentive worth Rs 500.

Eligibility criteria as per Subhadra Yojana guidelines
The eligibility criteria for the Yojana as per the Subhadra Yojana guidelines are as follows:
- Only female citizens are eligible to participate
- Candidates must be residents of Odisha
- The program insures all women between the ages of 21 and 60.
- The date of birth indicated on the Aadhaar card will be taken into account during billing and approved in the application
- Women from wealthy families, government employees and income tax payers are not eligible under the Subhadra Scheme.
- Women who receive assistance of at least Rs 1,500 per month or Rs 18,000 per year from any other government scheme are also not eligible.

The following reasons may lead to women being excluded from the program:
- Women who receive financial assistance of Rs 1,500 or more per month or Rs 18,000 or more per year from any other government scheme
- If the lady or any member of her family is an elected representative of the Panchayati Raj Board or ULB (except ward members and councillors)
- If the woman is a taxpayer, pensioner or employee of a government institution or corporation
- Families with an annual income of more than 250,000 rupees
- Families with four-wheelers, light cars and commercial vehicles
- Families owning five acres or more of irrigated or non-irrigated land
- Women with sickle cell anemia and widows or other disabled women are not subject to this exclusion criterion.
Documents required under Subhadra Yojana guidelines
The documents required for the Yojana as per the Subhadra Yojana guidelines are as follows:
- Aadhar Card: Women who wish to apply for benefits under the Subhadra Scheme need to have an Aadhar card in their name.
- Aadhaar – Mobile Number Linking: The applicant’s mobile number must be linked to his Aadhaar card.
- Bank account: Applicants must have a bank account that supports Direct Benefit Transfer (DBT) and Aadhaar.
- Aadhaar registration or correction: The applicant needs to register or update his Aadhaar details if he does not have an Aadhaar number or if the details in his Aadhaar card do not match.
- Opening and updating a bank account: The applicant needs to open a new bank account and ensure that it is Aadhaar enabled if he does not already have a DBT and Aadhaar enabled account. He needs to complete the e-KYC procedure and enable DBT for the bank account.

Application process for Odisha Subhadra Yojana 2024
The ladies can apply for the benefits of this scheme by filling the forms which are available free of cost at the block offices, Mo Seva Kendras, Jan Seva Kendras and Anganwadi centres. A call centre will also be set up for the scheme. Those who make more frequent digital payments using their Subhadra Yojana debit card will get rewards. There will be 100 such reward beneficiaries.
